Introduction:

The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by H.E. President Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.

 

The NSDP has a Steering Committee consists of 9 relevant Ministries with the Ministry of Labor, Social Affairs, (MOLSA) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan; mainly financed from the Afghanistan Reconstruction Trust Fund (ARTF) through the Ministry of Finance, and the World Bank and other funding agencies.

Scope of Duties:

The Media Affairs and Public Relation Expert will cover all the activities related to the Media Affairs and Public Relation under the MoLSA in general he/she will be an organized and cool-tempered professional who is able to handle a crisis, he/she will be responsible for planning publicity strategies and campaigns. writing and producing presentations and press releases. dealing with enquiries from the public, the press, and related organizations. organizing and attending promotional events such as press conferences, open days, exhibitions, and he/she will be reporting to the Director of Board of Advisor and NSDP Program Director.

The duration of the assignment will be 2 months and will involve the following activities:

  1. Providing assistance in public information service with media and communication department of MoLSA
  2. Provides effective response to inquiries for public information material
  3. Advocate and promotes the MoLSA mandate mission and purpose
  4. Provides contribution in drafting press release to notify local and regional news outlets of key events
  5. Darting statement and talking points for MoLSA staff when they engage with the press
  6. Identifies and develops storyline for publications, press release, and article contributing to database on key development issues
  7. Coordinating and manage all MoLSA publication activities, including content management, norms for publishing, design, liaison with printers and other supplier to oversee production and supervision of publications dissemination
  8. Promotion of MoLSA contribution to national Development
  9. Creates and promotes campaign to local and   regional media that the position of the MoLSA strategically and influence the development agenda
  10. Promotes and maintains public information campaign on MoLSA activities
  11. Perform other job related tasks assigned time to by respective supervisor

Qualifications and Experience:

  1. Minimum Bachelor’ in the related field with minimum of seven years of professional experience in development communications, public relations, journalism, marketing or a related field with National or International government and non- governmental organization
  2. Capability and proven experience in crafting communications strategies with an eye toward results-based management.
  3. Background in researching, writing and editing publications
  4. Capability and proven experience crafting messages in various formats (press releases, websites, success stories, blog entries, tweets, etc.) targeting a variety of audiences.
  5. Ability and proven experience in multi-tasking, in taking initiative and working effectively under pressure.
  6. Sound knowledge of Microsoft Office Software.
  7. Familiarity with website development and social media platforms is preferred
  8. Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants and the World Bank staff.
