Introduction:

The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by H.E. President Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.

The NSDP has a Steering Committee consists of 9 relevant Ministries with the Ministry of Labor, Social Affairs, (MOLSA) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan; mainly financed from the Afghanistan Reconstruction Trust Fund (ARTF) through the Ministry of Finance, and the World Bank and other funding agencies.

Scope of Duties:

The Senior Admin and Service officer will responsible for providing administrative support and managing their queries managing office stock, preparing regular reports and organizing NSDP records. he/she will work under the daily supervisor of the program coordinator of NSDP.

Since the post is funded from the discretionary budget of Government, therefore the initial duration of the assignment will be for 10 months which coincides with the end of fiscal year. Two months will serve as probationary period; the position is subject to approval of Ministry of Finance for the fiscal year 1400.

Particularly she/he would be responsible for the followings tasks:

 Manage and supervise the Administrative activities.

  1. Create and maintain effective internal controls for equipment inventory.
  2. Manage the organization’s office and storage space. Perform as liaison with varies vendors,
  3. providing maintenance, security, and other occupancy services
  4. Regularly check and maintain Administration records and filing systems.
  5. Supervise the housekeeping activities of the staff quarters and offices.
  6. Completes special projects by organizing and coordinating information and requirements; planning, arranging, and meeting schedules; monitoring results
  7. Coordinates as necessary with all program offices to gather information required for the maintenance of informational filing.
  8. Liaison between main office and regional office regarding administrative activities
  9. Draft or prepare correspondence to respond to inquiries in respect to relevant administrative activities.
  10. Schedule in-house and external events for NSDP/MoLSA Staff
  11. Arrange travel and accommodations for NSDP/MoLSA staff.
  12. Distribute and store correspondence (e.g. letters, emails and packages)
  13. Brief/debrief staff team members on issues relating to a variety of administrative areas,
  14. Assist in Creating/preparing Organization Charts (Departments/Divisions/Areas).
  15. Assist in updating office policies and procedure as needed.
  16. Appraise their staff performance during their probationary periods.
  17. Perform other job related tasks assigned time to time by respective supervisors.

Qualifications and Experience:

  1. Minimum Bachelor degree in the relevant field, with Minimum 5 years of relevant work experience in Administrative or similar role with the government and National/ international (NGOs) and donor funded agencies.
  2. Sound knowledge and understanding of the Government’s administrative systems;
  3. Effective communication and interpersonal skills including (i) a full working knowledge of English/National Languages is must (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants.
  4. Training and/or capacity building skills
  5. Stress management skills.
  6. time management skills
