Introduction:

The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by H.E. President Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.

The NSDP has a Steering Committee consists of 9 relevant Ministries with the Ministry of Labor, Social Affairs, (MOLSA) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan; mainly financed from the Afghanistan Reconstruction Trust Fund (ARTF) through the Ministry of Finance, and the World Bank and other funding agencies.

Scope of Duties:

The Senior TVET Advisor will report to Director of Board of Advisor and work in close cooperation with the International and national staff of the Program Implementation. He/ She will be responsible for comprehensive delivery of the NSDP program and projects.

Since the post is funded from the discretionary budget of MOLSA, therefore the initial duration of the assignment will be for 11 months which coincides with the end of fiscal year 1400. Two months will also serve as probationary period; the position is subject to approval of Ministry of Finance.

 In particular, the TVET Advisor will be responsible for following activities;

  1. Collect and review non-formal TVET related research and strategic documents and providing specific recommendations for key interventions in the subject area.
  2. Providing capacity support to non-formal VTCs management directorate in developing concepts and proposals for vocational training and non-formal VTCs management
  3. Close coordination will relevant departments in development concepts and proposals in the subject area.
  4. Capacity of assessment of non-formal VTCs management directorate and providing capacity building support accordingly.
  5. Capacity assessment of the all non-formal VTCs and providing capacity building support to non-formal VTCs management directorate for efficient and effective operationalization of the non-formal VTCs.
  6. Review and improve existing non-formal TVET regulations and procedurals documents of VTCs management directorate.
  7. Assess the existing registration mechanism of non-formal TVET providers and work on improving the registration mechanism.
  8. Developing a practical post-employment support mechanism.
  9. Developing a practical non-formal TVET quality assurance mechanism.
  10. Providing advisory support to non-formal VTCs Management directorate on TVET related activities.
  11. Review and feedback on all labor affairs strategic documents, laws and regulations.
  12. Preparing required documents for participation in seminars and conferences.
  13. Perform other duties as may be assigned by the supervisor.

Qualifications and Experience:

 

  1. Bachelor degree in related field with 7 years’ relevant experience in TVET or general Education or Master degree in related field with 5 years’ relevant experience in TVET or General Education with Government or any national or international NGO in the development of key aspects of TVET projects, and project management
  2. Sound knowledge and understanding of Project execution and management. 
  3. Sound knowledge and understanding of the Government’s administrative systems as well as the Government’s clearance and approval procedures applicable to procurement;
  4. Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials and
