Introduction:

The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by H.E. President Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.

The NSDP has a Steering Committee consists of 9 relevant Ministries with the Ministry of Labor, Social Affairs, (MOLSA) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan; mainly financed from the Afghanistan Reconstruction Trust Fund (ARTF) through the Ministry of Finance, and the World Bank and other funding agencies.

Scope of Duties:

The General Procurement Manager will be responsible for managing a team of Procurement personal and overseeing the Contract's overall procurement processes, ensuring the procurements of goods and services are in line with the budget and projection, and providing regular procurement mentoring to program and project staff to support program and project implementation., and he/she will work and report to the program coordinator and under the overall supervision of program director.

 

Since the post is funded from the discretionary budget of Government, therefore the initial duration of the assignment will be for 10 months. Two months will serve as probationary period and as well the position is subject to approval of Ministry of Finance for the fiscal year 1400.

Particularly he/she would be responsible for the followings duties:

  1. Ensuring that all the procurement activities of the NSDP conform to, and are compliant with, the Government of the Islamic Republic of Afghanistan procurement laws and Donor Agencies Procurement Guidelines;
  2. Providing planning and management oversight for all procurement activities for NSDP including the continuation of the development of national staff capacity;
  3. Preparing bidding documents for the procurement of works, goods and services in accordance with activities defined in the Procurement Plan for the program;
  4. Providing critical procurement advice to the Procurement Committee on commercial aspects of Terms of Reference (TOR) and Request for Proposals (RFPs), evaluation of Expression of Interest (EOI) and Technical and Financial Proposals for selection of consultants and services;
  5. Initiating, coordinating, and preparing updated Procurement Plans (PPs) and Procurement Activity Schedules (PAS) in consultation with the NSDP Procurement Committee and NSDP Senior Management according to the latest needs, developments and progress of the project;
  6. Coordinating and responding to procurement queries, disputes, and complaints;
  7. Preparing procurement reports for Financial Monitoring Reports (FMRs) for donors and other procurement reports required by the Procurement Committee and Senior Management;
  8. Manages the day-to-day operations of the procurement process.
  9. Demonstrates strong leadership and managerial competencies, including integrity, accountability, communication skills and commitment to teamwork and excellence in responsibilities such as selecting, mentoring, coaching, supervising, motivating and training procurement staff.
  10. Sets work objectives, directs, supervises and reviews staff and staff assignments.
  11. Provides high-level technical/administrative guidance on work requirements and methods.
  12. Assures suppliers deliver materials and services in accordance with standards of price, time, quantity and quality agreed upon.
  13. Assures all invoices are audited for compliance with contract terms and supervises contract closeout.
  14. Responsible for ensuring records are maintained and procurements are documented from origination through completion.
  15. Coordination of the procurement process in accordance with the Government Procurement Law,, i.e. preparation; advertising (General Procurement Notice, Specific Procurement Notice, Request for Expression of Interest etc.); organization of public bid opening; receipt and evaluation of quotations, bids or proposals;
  16. Makes recommendations on policies and procedures as needed to ensure the success and compliance of all procurement related activities.
  17. Coordinates routinely with other departments to assure effective and timely coordination and team work in procuring goods and services. Provides procurement research, guidance and direction by presenting available procurement options.
  18. Produces weekly, monthly and quarterly updates for key management decision making on major procurement issues.
  19. Produces other procurement progress reports and shares these with all stakeholders regularly.
  20. Analysis of monthly procurement reports, follow up on arising issues to monitor procurement performance and take corrective action
  21. Carry out any other tasks assigned by the supervisors as per the requirement;

Qualifications and Experience:

 

  1. Bachelor Degree in related field with 7 years’ relevant experience or Master degree in the related field with 5 years’ relevant experience in the procurement field with National, Government and International Organization.  
  2. Management and team leadership ability
  3. Sound knowledge and understanding of procurement law and procurement rules and procedures for public procurement in Afghanistan;
  4. Sound knowledge and understanding of the Government’s administrative systems as well as the Government’s clearance and approval procedures applicable to procurement;
  5. Sound judgment and interpretative skill for dealing with procurement-related issues and documents including, specifically, (i) bidding documents (ii) bid evaluation documentation and procedures and (iii), contract documents.
  6. Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants.
