Introduction:

The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by H.E. President Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.

The NSDP has a Steering Committee consists of 9 relevant Ministries with the Ministry of Labor, Social Affairs, (MOLSA) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan; mainly financed from the Afghanistan Reconstruction Trust Fund (ARTF) through the Ministry of Finance, and the World Bank and other funding agencies.

Scope of Duties:

The General Finance Manager will responsible for all financial management activities required to successfully implement the NSDP/NATEJA project, and will managing a team of finance personal. These activities will be followed within the strict guidelines of the World Bank and Government’s financial management rules and regulations.

He/she will be responsible to the NSDP Program Director and work under the daily supervision of the Program coordinator.

 Since the post is funded from the discretionary budget of Government, therefore the initial duration of the assignment will be for 10 months. Two months will serve as probationary period and as well the position is subject to approval of Ministry of Finance for the fiscal year 1400.

Particularly he/she would be responsible for the followings duties:

  1. Establishing sound financial management procedures for the NSDP projects – in accordance to regulations of Ministry of Finance (MOF) and the World Bank,
  2. Ensuring the installation of the agreed accounting system for projects in accordance with regulations of MOF and the World Bank;
  3. Working with the finance team on the preparation and revisions of the Project Implementation Plan (PIP), Procurement Plans, and Financial Management Manual (FMM) and systems, in consultation with the MIS Department staff and the project technical teams, and the Managers and Technical Team of the respected donors, ensuring that the project financial delivery is according to the implementation and the approved procurement plans;
  4. Providing technical support to the Project Director in the process of securing additional financing to the project from the World Bank and new donors, including extensive technical and operational interactions with the World Bank Technical team, senior officials of the MOLSA and of the MOF;
  5. Coordinate, along with Finance and Administrative staff, with the Procurement and project technical teams involved in implementation of the NTEJA-IADC and other NSDP projects;
  6. Monitoring project financial team performance as per project outcome indicators, and timely identify and report any risks/ issues and recommend strategies to address such risks/ issues;
  7. Contributing to preparations of weekly, monthly, quarterly financial reports of the project budget delivery, financial expenditures based on the approved procurement plan and effectively coordinate with the other team members, sectional managers and ensure the project implementation runs according to the implementation plan;
  8. Establishing a comprehensive budgeting system including preparation of annual/ quarterly budgets for the project in collaboration with the Project Coordinator;
  9. Participating in the preparation of the project’s annual work plan, from where the budgets will be derived;
  10. Liaising with the central MOF staff and MOF staff based at the MOLSA, regarding all financial issues of the project;
  11. Checking the accuracy of B27, M16 and other budgetary forms required to be submitted to the Ministry of Finance;
  12. Ensuring timely expenditure reconciliation with the MOF;
  13. Establishing all financial reporting procedures for the project conform with the Government and World Bank/ project regulations, and make timely submissions of financial progress reports and Quarterly Financial Monitoring Reports (FMRs) to the MOF and or to the World Bank.
  14. Developing audit/ internal control procedures for the project accounts.
  15. Reporting on improper use of any stock and/or cash.
  16. Carry out any other tasks assigned by the supervisors as per the requirement;

Qualifications and Experience:

  1. Bachelor's Degree in related field with 7 years’ relevant experience or Master's degree in the related field with 5 years’ relevant experience in the Finance Management with National, Government, and International Organization.  
  2. Sound knowledge and understanding of the World Bank and/or the Government’s financial management guidelines and procedures;
  3. Sound judgment and interpretative skill for dealing with finance-related issues and documents.
  4. Effective communication and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants and the World Bank staff
