A Short Biography of Mawlavi Din Mohammad Haqbeen the Deputy Minister of Finance and Administrative Affairs of MoLSA

Alhaj Mawlavi Din Mohammad Haqbeen is the son of Mawlavi Raz Mohammad and grandson of the late Mawlavi Janat Khan, and he is originally from the BalKhail area of Jani Khel district in Paktia Province. He began his early education in his native village under the guidance of his late father, Mawlavi Raz Mohammad. After that, he continued Islamic studies under the instruction of Mawlavi Mohammad Sardar in various madrasas, including Siraj-ul-Islam in Kahi, Minhaj-ul-Uloom in Hangu, Dar-ul-Uloom Al-Arabiya in Thal, Hedayat-ul-Islam in Takht Bayee, and others.
During the illegal occupations of Soviet Union and USA, he started jihad under the leadership of the renowned leader, Alhaj Mawlavi Jalaluddin Haqqani, who was one of the leaders of latest three revolutionaries and Jihadist areas in Afghanistan. His first deputy was Shaheed Mawlavi Fathullah Haqqani, and the second deputy was Mawlavi Nizamuddin Haqqani. Mawlavi Haqbeen carried out his jihadist responsibilities under the leadership of Shaheed Mawlavi Atiqullah Haqqani. 
In the academic field, his instructors during the advanced stages of religious studies were Sheikh-ul-Hadith Mutali-ul-Anwar Deobandi and Sheikh-ul-Hadith Hazrat Mawlana Inayatullah Deobandi. While studying at the Hedayat-ul-Islam madrasa in Takht Bayee, his instructors were Sheikh-ul-Hadith Dr. Mawlana Sher Ali Shah Madani, Sheikh-ul-Hadith Mawlana Allah Noor Zadran Haqqani, and Sheikh-ul-Hadith Mawlana Abdul Aziz Khan Haqqani.
Mawlavi Haqbeen completed his Hadith Term (Hadith Dawrah) and graduated from the renowned madrasa Manba-ul-Uloom in Miranshah. He was encouraged by the late Jihadi Leader Mawlavi Jalaluddin Haqqani to complete his studies in the aforementioned madrassa, and finally he received a formal turban (Dastar-e-Fazilat) and a graduation certificate from his respected teachers.
 
Besides his formal education, Mawlavi Haqbeen, for inner purification and spiritual refinement, pursued spiritual training in the field of Tasawuf from the leader of Sharia and Grand Mufti of Afg-Pak Hazrat Allama Mohammad Fareed (may Allah have mercy on him). He pledged allegiance to Mufti Fareed for spiritual purification, and still he has been following spiritual practices with devotion and remains loyal to his Mashayikh (teachers). 
In 1979, following the Soviet invasion of Afghanistan, like many other Afghans, he was forced to leave his country and started Hijrat (migration) to Pakistan. During the exile, Haqbeen considered jihad a sacred duty and actively participated in it until gaining independence. 
Later, the Mangal Tribe Madrasas students (Taliban) gathered and formed an organization by the name of Ithiad-e-Tulaba Ahle-al-sunah wal-Jamaat of Mangal Tribe. The purpose of this union was to provide jihadi services, religious teaching, establish madrasas, enforce Sharia Law within the Mangal Tribe, and bring unity and social reform to the community. Luckily, the union reached its goals, and every valley of Mangal has a madrassa and graduating Islamic scholars and Hafizan of the Holy Quran annually. The contribution of these graduates during the Jihad is unforgettable. Mawlavi Haqbeen has remained one of the senior leaders of this union, and his services will surely serve as a significant reward on the Day of Judgment, and may Allah accept them.
During his exile, Mawlavi Haqbeen was appointed by the late jihadi leader Alhaj Mawlavi Jalaluddin Haqqani as a jihadi commander in one of the frontlines of war. In battles against Soviet Union forces, he was wounded multiple times, and under his leadership, many commanders and Mujahedeen were martyred or injured. May Allah accept their sacrifices.
When the Mujahideen defeated the Soviet Union in 1989, unfortunately, internal fighting started, killing each other, looting, and chaos started within the country. Mawlavi Haqbeen avoided involvement in those tragic events. But, he tirelessly started work to bring peace and finish the ongoing conflict among the Mujahideen. He continued his struggles until the establishment of the Islamic Emirate of Afghanistan (IEA) in Kandahar under the leadership of the late Amir-ul-Muaminin Mullah Mohammad Omar Mujahid. After the establishment of the IEA, Mawlavi Haqbeen instantly joined with them and started jihad until the Taliban reached the main gates of Kabul. 
When the great late Mullah Mohammad Omar Mujahid assessed Mawlavi Haqbeen honesty, bravery, and sincerity, he appointed him to various key positions. For instance, Mawlavi Haqbeen served as the district governor of Baraki Barak, Sarobi, and Spin Boldak; as mayor of Kandahar city, and later he was appointed as the provincial governor of Maidan Wardak and Helmand provinces. His services in those areas and roles are still remembered by the residents of those areas.
After the US invasion of Afghanistan in 2001, Haqbeen returned to the Mangal area of his residential place and climbed to the mountains and started jihad against them for a year. Later, on the order of the Islamic Emirate Leadership, he was deployed to the Kingdom of Saudi Arabia (KSA) for other duties. He appointed his brother Mawlavi Mohammadullah as his caretaker in his absence as a military commander, and he led the front line and under his leadership many of his Mujahideen lost their lives and reached the highest rank of Shahadat (sacrificing for Allah). 
When Mawlavi Haqbeen returned to the country, the IEA leadership appointed him to different commissions to serve the country. 
Following the victory of the Islamic Emirate, the esteemed Amir-ul-Muaminin (may Allah preserve him) appointed Mawlavi Haqbeen as the Deputy Minister for Finance and Administrative Affairs in the Ministry of Labor and Social Affairs based on his experience and dedication.
