Introduction:

The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by H.E. President Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.

The NSDP has a Steering Committee consists of 9 relevant Ministries with the Ministry of Labor, Social Affairs, (MOLSA) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan; mainly financed from the Afghanistan Reconstruction Trust Fund (ARTF) through the Ministry of Finance, and the World Bank and other funding agencies.

Scope of Duties:

The Donor Coordination Specialist will be responsible for all coordination activities with donor; he/she will Developing operation manual for donor coordination, applying best practices for donor relation/coordination,

Arrange and coordinate meetings with donor agencies aiming to acquire technical and financial support to the NSDP/MOLSA. Prepare presentations for the NSDP/MoLSA the purpose of delivering it to the donor agencies and generating funds.

 Since the post is funded from the discretionary budget of Government, therefore the initial duration of the assignment will be for 10 months which coincides with the end of fiscal year. Two months will serve as probationary period; the position is subject to approval of Ministry of Finance for the fiscal year 1400. And he/ she will be responsible for performing the following activities:

  1. Under the direct supervision of MoLSA and working in close consultation with NSDP leadership, be responsible for donor liaison/coordination, communication and reporting activities.
  2. In close consultation with NSDP Director, support collection, compilation, review and analysis of donor program’s Annual/Quarterly Work Plans to identify possible duplication of activities, synergies and areas of constructive collaboration and advice the NSDP/MoLSA Management accordingly.
  3. call quarterly and when necessary monthly donor coordination meetings where NSDP/MoLSA partners present their activities, future plans, and discuss specific issues and challenges. Write minutes of meetings highlighting key decisions and circulate the minutes amongst NSDP/MoLSA partners.
  4. Harmonize key events within the Ministry including capacity development activities, workshops, and meetings to avoid overlaps, conflict of events and ensure active participation of NSDP/MoLSA staff.
  5. Facilitate meetings of external donor agencies with NSDP/MoLSA. Prepare pre-meeting information sheet and post-meeting minutes of the meeting.
  6. Lead the development of fundraising strategy and amend as needed;
  7. Lead the development of organization’s donor relations strategy and amend as needed;
  8. Identify best use of technology in raising funds and engaging donors for the organization;
  9. Establish a good filing system of donor programs within NSDP/MoLSA’s office.
  10. Provide regular monthly reports and periodic briefings to NSDP/MoLSA management on all activities and achievements.
  11. Develop and maintain links with international donor agencies;
  12. Develop and write concept notes and approach donor agencies;
  13. Provide guidance to the NSDP/MoLSA Management on donor funding sources, procedures and conditionality, including UN/World Bank and etc. Fund mechanisms and operations.
  14. To help with the development and maintenance of adequate database, reporting and dissemination mechanisms on current and planned donor sponsorship.
  15. Carry out any other tasks assigned by the supervisors as per the requirement;

Qualifications and Experience:

  1. Bachelor Degree in related field with 5 years’ relevant experience in Donor relation, Donor Coordination and Fundraising communication with National, Government and International Organization.  
  2. Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in both national language (Pashto and Dari) reading, writing, listening and speaking skill (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, and consultants.
