The Non-Formal Approach to Training and Jobs in Afghanistan (NATEJA) project funded by the Italian Agency for Development Cooperation (IADC) implementing under the National Skills Development Program of the Ministry of Labor and Social Affairs with objective to increase the potential for employment and higher earnings of targeted young Afghan women and men in rural and semi-urban areas through non-formal skills training.
The purpose of the assignment is to carry out awareness, promotion, marketing and advocacy about the importance of TVET and job opportunities it offers in the labor market. In addition, this assignment should be developed in a manner to encourage the enrollment in TVET programs. It should also target the various potential audiences such as youths, jobseekers, employers as well as policy makers and legislators.
The project can provide support to the firm in terms of providing different TVET promotion materials developed under the project. The firm will be responsible to print and post the written materials and broadcast the radio, TV spots and messages in the radio and TV channels. The firm can also give us the documentary evidence for all the activities performed under the assignment.
The selected firm should coordinate the broadcasting of the TVET promotion materials (slogans, brochures, billboards and audio and video clips) already developed under the project. The brochures will be distributed in different youth gatherings as well as in general educational schools etc. by MoLSA provincial directorates after printing. While the billboards will be exhibited in the major cross roads and other attractive locations in regional centers in the country. The radio and television clips will be broadcasted through the radio and television channels which has more audience.
The Ministry of Labor and Social Affairs / MoLSA now invites sealed bids from eligible and qualified bidders for printing and broadcasting of TVET promotion materials.
The bidders shall quote for the complete requirement of services specified on a single responsibility basis, failing which such bids will not be taken into account for evaluation and will not be considered for award.
Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits- January 2011, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Bids must be delivered to the address below at or before 14:00 Hrs (Kabul Local time) on 04/03/2021. Electronic bidding is not permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 14:30 Hrs (Kabul local time) on the same day.
The bid security is 150,000.00 AFN.
