دو تن از اطفال رد مرزی کشور ایران که یکی آن ۱۳ ساله و دیگر آن ۱۶ سال سن داشته و از مربوطات ولسوالی درهٔ صوف ولایت سمنگان بودند، پس از این که از سوی کارمند اجتماعی دفتر وارچایلد مقیم ولایت هرات به ریاست کار و امور اجتماعی سمنگان آورده شده بودند، برای هر طفل از طرف دفتر وارچایلد مبلغ ۳۳۰۰ افغانی کرایهٔ موتر پرداخت گردیده و توسط مولوی فیض محمد ریحان؛ رییس کار و امور اجتماعی سمنگان به خانوادههای شان سپرده شدند.
