Following the resumption of power in Afghanistan by the Islamic Emirate of Afghanistan, the Directorate of Legislation and Labor Rights of the Ministry of Labor and Social Affairs (MoLSA) has provided legal consultations to the laborers, employees of governmental and non-governmental institutions, workers, and employers. These consultations covered the protection of rights, authorities, obligations, and the prevention and resolution of disputes. In total, 630 written and 430 oral legal consultations have been delivered to the laborers and to the work-related entities.

The Directorate of Legislation and Labor Rights has reviewed 37 legislative documents related to labor and has drafted a new version of the Labor Law. This draft has completed its review stages and has been submitted to the Supreme Leader's office for approval.

Furthermore, with the assistance of relevant partner institutions, a new statute for the National Union of Afghan Workers & Employees has been prepared. Draft laws concerning the duties and responsibilities of the ministry and the regulation of social support have also been developed. New procedures have been established for the labor institute, for facilitating employment opportunities for returning Afghan migrants and for issuing work permits to both foreign and domestic citizens. Also, operational guidelines for training centers and social security regulation directorates have also been prepared for implementation.

During this period, the directorate has also conducted public awareness programs on labor-related legislative documents for 885 employees of governmental and non-governmental institutions in the central regions, as well as for 1,500 employees in the northern and northeastern provinces.
